Ireland workplace guidance
A mat supports the risk assessment. It does not replace it.
Section 19 of the Safety, Health and Welfare at Work Act 2005 requires employers to identify hazards, assess risks and hold a written risk assessment. Regulation 9 of the 2007 General Application Regulations requires workplace floors to be fixed, stable and, so far as reasonably practicable, not slippery. Neither rule mandates a particular mat product.
What this means when specifying matting
Treat matting as one site-specific control. It should cover the actual standing zone, remain stable, use safe exposed edges and match the contaminants and cleaning regime. Wet processes need drainage; oils and coolants need verified compound resistance; an ESD area needs measured electrical performance and a grounding plan.
No anti-fatigue mat is “HSA-approved”. Ask for evidence relevant to the actual job: material, thickness, edge profile, slip data, chemical compatibility and, where applicable, electrical resistance.

Are anti-fatigue mats required by Irish law?
No Irish regulation specifically mandates anti-fatigue mats, and the Health and Safety Authority does not approve them. Employers must assess risks under Section 19 of the Safety, Health and Welfare at Work Act 2005. A correctly selected mat can form part of the controls for a fixed standing workstation, but it does not replace the wider risk assessment.
What do Irish workplace floor regulations require?
Regulation 9 of the Safety, Health and Welfare at Work (General Application) Regulations 2007 requires floors to have no dangerous bumps, holes or slopes and to be fixed, stable and, so far as reasonably practicable, not slippery. Any matting should support those requirements and must not create an obstruction or unstable edge.
